Who can I contact about…?

My Geography professor entertained a very interesting idea, though one I’ve been able to find little information on; the global heroin trade is fueled mostly by Afghan poppy crops, and many of these farmers make poppies their cash crops in order to feed themselves and their families. My Geography professor entertained the notion of having pharmaceutical companies form some kind of trade deal with such farmers to, rather than feed the heroin market, increase the hard-hit supply of morphine for legitimate medical practices?

I’m curious, now, if there is someone or some company that I might be able to contact concerning the idea.

Unfortunately in Afghanistan opium is illegally smuggled in Golden Crescent run by Talibans, insurgents illegally trafficked into China or Asian countries so I’m sure its pretty much illegal. And legitimate medical practices would never buy bootlegged/illegal Opium for medical practices but regulated, safe Opium made under controlled and monitored situations.
